高新民

曾在上海交通大学就读，后赴苏联留学。1961年毕业于原苏联列宁格勒加里宁学院电机系，获优秀毕业奖，电气工程师称号，硕士学位。回国后，1961年-1980年，在电力工业部研究所从事电子计算机应用科研工作，历任技术员、工程师、室主任及研究所副所长；曾获全国科学大会科技成果奖以及多次电力部科技奖。1980年-1990年，奉调在国家机关工作，先后在国家能源委员会、国家经济委员会、国家计划委员会从事科技管理，主持国家重大新产品、新技术开发计划及项目管理。历任副局长、总工程师、局长；1990年后，任国家信息中心主任，主持全面工作。该中心主要从事信息内容提供、网络技术、建设及运营管理。

现任国家信息化专家咨询委员会委员、中国信息协会副会长、中国信协会CIO分会会长；中国投资协会副会长，中国投资协会投资信息委员会会长。现任中国互联网协会常务副理事长。

Mr. Xinmin Gao serves as the committee member of Advisory Committee for State Informatization, vice chairman of China Information Industry Association, chairman of the CIO division of China Information Industry Association, vice chairman of the Investment Association of China and chairman of the Investment Information Committee at the Investment Association of China. Mr. Gao also serves as the general vice chairman of the Internet Society of China.

In 1961 to 1980, Mr. Gao worked on computer application research at the research center of Ministry of Power Industry as a technician, engineer, manager and later deputy chief. Mr. Gao received technology award at the National Science Conference and several technology awards from the Ministry of Power Industry. In the following ten years, Mr. Gao worked as the deputy chief of the National Energy Board, chief engineer at State Economic and Trade Commission and chief at National Development and Reform Commission, overseeing important new product and technology development. After 1990, Mr. Gao also serves as the director of National Information Center. The center provides internet information, support, construction and operation management.

Mr. Gao received a Bachelor’s degree from Shanghai Jiao Tong University, and a master degree in Electrical and Mechanical Engineering from St. Petersburg State Polytechnical University in the former USSR.
